Peru
The EU and Peru began diplomatic relations in 1993, within the context of regional contacts with the countries of the Andean Community (Bolivia, Colombia, Ecuador and Peru). Political dialogue is based on the Rome Declaration
[19 KB] signed in 1996. This political dialogue will be strengthened and institutionalized through the Political Dialogue and Cooperation Agreement between the EU and the Andean Community
of 2003, once it is ratified. Dialogue also takes place within the framework of the institutional relations between the European Union and the Rio Group.
Trade between the EU and Peru
remains another important subject of relations, as well as financial and development co-operation. Peru is a beneficiary of the EU's Generalized System of Preferences (GSP+). In February 2010 negotiations of a Multi-Party Trade Agreement with Peru (and Colombia) were concluded.

) concluded that this strategy for Peru remains valid and a Multiannual Indicative Programme for the period 2011-2013 has been prepared accordingly.
In October 2009 a Memorandum of Understanding

was signed between Peru and the European Commission on the establishment of a mechanism for bilateral consultations.
